Summary of New Regulations       

            US Customs/Automated Commercial Environment (ACE) System : The US ACE initiative for Electronic Truck Manifest submission requires carriers to submit their own cargo/manifest/bill of lading information electronically to US Customs Border Protection (CBP) prior to arrival at the border in 2005. Interim programs such as PAPS (Pre-Arrival Processing System) will be phased out in 2005 in favor of this streamlined approach.            

            Canadian Customs/Advance Commercial Information (ACI) : The Advance Commercial Information (ACI) initiative is a major part of the Customs Action Plan launched in April 2000 by Canada Border Services Agency (CBSA – formerly CCRA). ACI introduces more effective risk management processes, and tools to identify threats to Canada prior to the arrival of shipments.           

        In 2005 carriers in all modes of transportation will be required to comply with ACI to transmit data electronically before the goods are loaded at the port of departure for Canada . 

        
        Electronic In-Bond Filing Requirements (Moving In-Bond to US) : On October 1, 2004 the CBP announced that as of 11/15/04 carriers need to file In-bonds using a US Customs/Automated Commercial Environment (ACE) System. Electronic filings must be received at least one hour prior to arrival.
